Title:  Budget Analyst

• Responsible for analyzing and reporting Lab financial information. This includes, but is not limited to:
• Interfacing and coordinating with Project and Activity Managers to assist in annual budget development, monthly cost reports/charts, and any other financial data requested by the Project/Activity managers.
• Maintenance of and updates to the labs Work Breakdown Structure (WBS).
• Working with the Project/Activity managers to maintain spending constraints during annual Continuing Resolution periods.
• Development, tracking and reporting against an activity based Annual Work Plan (AWP) and budget at varying levels of the WBS and organizationally.
• Trending of financial data for forecasting to identify potential cost efficiencies.
• Tracking and projection of costs by DOEs Budget & Reporting Codes.
• Responsible for developing financial reports to be used by the Lab through report writing software. Conduct quality assurance checks on all reports before report is placed in the central repository.
• Responsible for quality assurance of financial WEB reports. Work closely with Computer Center personnel to insure that WEB information is accurate for reports produced from Costpoint information.
• Responsible for signature authority process and procedures. This includes maintaining the Signature Authority Database and assuring proper documentation is provided for project /org signature authorizations.
• Supports Laboratory policies and programmatic initiatives. This includes providing innovative solutions to meet these initiatives within accounting practices, DOE guidelines, and the contract.

• Trains and provides guidance to staff related to applicable functions and specific financial software.

• Required: 5 or more years related professional experience And
• Required: Demonstrated analytical, planning, organization, and conflict resolution skills. And
• Required: Demonstrated competence in the use of a personal computer and automated accounting software. And
• Required: Experience with activity based budgeting and costing.
• Preferred: Deltek, Costpoint and Impromptu experience

• Required: Bachelor's Degree in Business, Accounting or Finance

• Familiarity with the procedures of all Budget/Financial functions.
• Proficient in the development of Excel spreadsheets and graphs.
• Familiarity with Cost Accounting Standards.
• In depth knowledge of the contract with DOE concerning practices and allowability of costs.
• Skills with general Project Management principles.
• Skilled use of the Web-based reporting.
• Ability to communicate effectively verbally and in writing, and to effectively solve problems.
